Roman Shutov is the Eastern Partnership principal strategic adviser for the Baltic Centre for Media Excellence. Prior to this, he was a program director at Detector Media, a Kyiv-based think tank that is a leader in propaganda research. He is a leading expert on Kremlin disinformation who has published a number of analytic reports on the Kremlin misinformation toolkit and strategy, as well as an assessment of Kremlin propaganda. In 2015, he was a member of the group that drafted the strategy of information security of Ukraine. His recent work involves working to combat propaganda through the development of independent media, as well as improving media literacy in the Eastern Partnership region. He received his PhD in political science; his thesis was titled Foreign Information Influences as Factor of State Information Policy in Ukraine.
